Stanley Fischer, an internationally-respected economist who most recently led Israel's central bank, is President Obama's top candidate to become the next vice chairman of the Federal Reserve, according to people familiar with the process.

A formal nomination is not yet scheduled, these people say.

If chosen and confirmed by the Senate, Fischer, 70, would succeed Janet Yellen who has been nominated to replace Ben Bernanke next year as Fed chairman.

An economist with broad experience as a policymaker, Fischer resigned as governor of the Bank of Israel in June.

He also has close ties to Bernanke, having taught the current Fed chairman when he was a graduate student at the Massachusetts Institute of Technology.

And Fischer has banking industry experience. He was vice chairman of Citigroup from 2002 to 2005.

    The early read is mixed. Shareholders have seemed to lose patience with companies whose investment cycle seems overly extended, aggressive, or risky. For example, many shareholders have exited MSM as its investment strategy became clearer and more dilutive all the while that growth was slowing. On the other hand, investors in both 3M and EMR have taken things in more balanced stride, willing to take higher growth levels as a payback for bigger spend. It�� a tricky situation because statistically companies who are able to raise margins and ROIC the most are more likely to have stocks that outperform peers. But there are examples of companies that have invested heavily, driven to higher growth levels, and been able to more than offset the higher spend with operating leverage from the higher volume growth. Distributors�W.W. Grainger (GWW) and�Fastenal (FAST) are two notable examples.

    The story was very similar for industrial-equipment wholesaler W.W. Grainger (NYSE: GWW  ) , which jumped 1.7% following the Chicago PMI data. The thesis here is that if manufacturing data remains strong, as the Chicago PMI indicated in May, it will be reflected in W.W. Grainger's bottom line in the upcoming quarters. The company already boosted the low-end of its EPS guidance last month, so the idea of an earnings beat next quarter wouldn't be that far-fetched.

    Scientific-instrument maker Bruker (NASDAQ: BRKR) was down, falling 6.18 percent to $19.19 on Q3 results.

    In commodity news, oil traded down 1.84 percent to $94.61. It was crude's lowest settlement since June 21. Crude had been up as much as 20.4 percent for the year; that's been trimmed to 3.4 percent. Gold settled down 0.8 percent to $1,313.20.
